- Inspired by USSR, modeled after Stalin’s FYP = focus on heavy industry.

Key Policies of the Five Year Plan
- 1st Oct. 1953 = PRC 4th anniversary beginning of ‘general line for transition to socialism’
- Priority = heavy industry= 89% of gov budget
- New industrial sectors: oil, coal, power
- > 10,000 Soviet advisers help build industrial plants + 28,000 Chinese went to USSR for training.
- Key Note: very little funding for agriculture even though agriculture = main source of funding h/w lagging behind

- Soviet assistance = by 1955 Chinese = paying more than receiving
- Main financial funding = agriculture h/w only growth = 4% per year compared to 16% growth in industry = far too low to sustain
- Bleecher: agriculture = ‘thin reed which to rest grandiose plans’
