- ON GOING TENR ASSESMENT during course of incident
- it’s better to take the matter too seriously than to lightly
- CAUTION IS NOT COWARDICE - needlessly sacrificing a life is never the answer in a situation.
- When offender actions permit, Focus on Descalation, communication, and prevention, cordon the area and adopt the wait and appeal approach in order to negotiate surrender
- NEVER GO UNNECESSARILY INTO DANGER. However if offender will cause casualties, police must take immediate action to prevent this
- Treat all offender believed to be armed as dangerous and hostile unless there is evidence to prove to the contrary
- Where practical, police should not use firearms, unless it can be done without endangering other persons.
