3. CAUTION IS NOT COWARDICE - needlessly sacrificing a life is never the answer in a situation.
4. When offender actions permit, Focus on Descalation, communication, and prevention, cordon the area and adopt the wait and appeal approach in order to negotiate surrender
5. NEVER GO UNNECESSARILY INTO DANGER. However if offender will cause casualties, police must take immediate action to prevent this
6. Treat all offender believed to be armed as dangerous and hostile unless there is evidence to prove to the contrary
7. Where practical, police should not use firearms, unless it can be done without endangering other persons.
