What is the Kelly Act?
The airmail act of 1925 authorizes the postmaster general to contract for domestic airmail services with domestic carriers.
What is the Air Commerce Act of 1926?
It was the cornerstone of federal regulation on aviation. It was also legislation passed to help reach its full potential. The act created the new Aeronautics Branch of the Dept. of Commerce.
The newly formed Aeronautics Branch was charged with what?
Fostering air commerce, issuing and enforcing air traffic rules, licensing pilots, certifying aircraft, establishing airways, and operating and maintaining navigational aids.

CAB: safety rules, aircraft accident investigations and economic regulations of the airlines.

Federal Aid to Airports Program (FAAP). It provided grants for airport projects (mostly runway and taxiway development).
What were eligibility requirements for FAAP funds?
To be eligible the airport had to be the Nat’l Airport Plan.

In 1958 a mid-air collision over Brunswick, MD that killed 12 people led to the creation of the Fed Aviation act and created the Fed Aviation Agency (FAA).

The act was passed in 1970 and as a result the Airport Development Aid Prog. (ADAP) and Planning Grant Prog. (PGP) were created.
What was the purpose of the ADAP and the PGP?
ADAP provided funds for airport projects (expanding the list of eligible projects), while the PGP provided funds for airport master plans and system plans.
What additional act was passed in 1970, and what additional act was created?
The Airport and Airways Revenue Act created the Airport and Airways Trust Fund.
What was the purpose of the Airport and Airways Trust Fund?
The trust fund was created on the premise that only those who use aviation should pay for it
