What is the difference between a pre-timed signal and an actuated signal?
Pre-timed signals are set in advance and do not respond to actual traffic volume. Actuated signals timing is adjusted based on actual traffic volume. (a detector is needed)

queue representing departure as randomistic, arrival is deterministic in 1 service.
