monthly based on a contractor’s monthly estimate and include fuel and bituminous adjustments. monthly estimate payments are checked against the schedule of values.
Retainage is withheld when what two conditions are met?
- the percent of allowable contract time used exceeds 75%
- the difference in the percentage of contract time used exceeds the percentage of contract amount earned by more than 15%
If both criteria are met, you will withhold 10% of the amount due on the current progress estimate.
Once the contract is executed, there are only 3 ways to modify the contract documents. What are they?

What 2 things are work orders funded through?
- initial contingency amount pay item (included under pay item 999-25)
- contingency supplement agreements (CSA) (included under pay item 9999-2x, utilizes form No. 700-010-79 and can’t be issued until at least 50% of the initial Contingency Amount Pay Item funds are expended)
When is a unilateral payment used?
when a disagreement on the terms occurs between the dept and the contractor or the contractor fails to timely execute. A WO or SA.
Regarding liquidated damages, what does the daily damage charged depend on?
The contract amount per Specification 8-10.2
Can liquidated damages be refunded on the next progress estimate?
Yes, as long as a time extension has been approved.
For an error in plan quantity to be paid out, it has to meet one of what 2 criteria?
- the difference between the original plan quantity and final quantity is more than 5%
- the change in quantity causes a change in the amount payable of more than $5,000
In the plan summary box, if there has been a quantity change how do you document it?
Put the correct amount in the field amount column. Don’t cross out the plan amount.
In the plan summary box, what do you do if there has not been a quantity change?
Put a check mark in the field amount column.

a) a difference between the original plan quantity and final quantity of more than 5%

- original summary of quantity sheets should not be discarded
- revised summary of quantity sheets will be placed behind the original summary of quantity sheet and the original will be marked “void”.
