Describe the considerations necessary to an IC at incidents invlving rescures from height.

13 points

A

(i) ACCESS and EGRESS
* evaluate routes and potential hazrads (terrain, traffic, obstacles).
* ensure clear egress incase there is aa need for rapid extraction of casualty or FRS personnel.
* estabilish emaergency evac procedure for FRS personnel.

(ii) WEATHER/ENVIRONMENTAL CONDITIONS
* high winds/temp/rain (slips) - impact on safety.
* proimity to water either standing or tidal (timings)

(iii) STRUCTURAL STABILITY
* instability/risk of collapse?
* potential falling objects (implement cintrol measures eg excusion zone).

(iv) TIME IMPERATIVES/DURATION
*evaluate urgency of rescue op and anticipated duration (personnel may need rotating due to fatigue or weather conditions).

(v) NUMBER OF CASUALTIES
* single/multiple - logistics/resource requirements.

(vi) RESOURCE AVAILABILITY
* evaluate equipment nees, make up? ALP, Rope rescue, tech resuce etc.

(vii) PERSONNEL COMPETENCE
* are all personnel competent in roles requires.

(viii) ANCHOR POINTS
* condition and stability, esp if appliance cannot be used due to location.

(ix) ORGANISATION OF WORK AREA
* implement cordons to restrict access.
* est work area, zones for equip and casualty management.
* est safe working distance for traffice, crowd control.

(x) COMMS REQUIREMENTS
* est effective comms an clear lines of communication among FRS personnel for fire ground safety messages, may appoint inter-agency liason.

(xi) ARA
* to evaluate risks and inform decision making.

(xii) CONTROL MEASURES
* implement appropriate to the risks to those exposed (sfatey zones, PPE etc)

(xiii) SYSTEMS and PROCEDURES
* ensure compliance with all procedures and decision logging if ops discression warrants stepping outside procedure.

Describe control measures implemented at an RTC on a dual carriage way.

A

(i) FENDING OFF - for H&S of crews and casualty(s) from oncoming traffic.

(ii) Dismounting on safe side of appliace.

(iii) Hazmats - be aware they may be present.

(iv) Lighting - makes sure incident ground is adequately illuminated.

(v) Liase with other agencies - polie for traffic control, ambulance for cascare.

(vi) Full PPE - to be worn at all times to mitigate risks to FRS personnel.

(vii) Implment cordons - to identify high risk areas.

(viii) Stabilise - the vehicle(s) iliminating risk of movement.

(ix) Isolate power to vehicles - particulary paying attention to EV (themral runaway, gasing off etc)

(x) Stop jet.

Describe the areas of extraction an IC should be aware of at incidents involving rescues from transporation.

3 areas

A

(i) IMMEDIATE release
* performed if casualty(s) is in immediate danger etc submergence, hazmats, fire etc.

(ii) RAPID release
* neccessary to enable space creation around the casulaty for medical treatment and a plan put in place to be carried out if there maybe a chance the casualty will deteriorate rapidly due to injuries suffered.

(iii) CONTROLLED release
* safe and systematic dismantling of the vehicle creating sufficcient space for medical treatment and immobilisation/casualty handling giving the casulaty the be chance of making a full recovery.

Describe the process/steps an IC would take at incidents involving two or more vehicles and multiple casualties.

A

(i) ACCESS - direct oncoming appliances to best access (if different)

(ii) Establish:
* Immediate Hazards (real and potential)
* Number of casualties
* Rescue needs.

(iii) Scene survey / Casualty triage

(iv) Preliminary predictions of rescue pattern and requirements (secotrise/makeup?)

(v) Have Ff make casualty contact perform primary survey and report back.

(vi) Chosen extraction plan - Immediate, Rapid, Controlled.

Perfrom rescue in accordance with associated rescue assesment (may be mulitple with multiple vehicles eg rapid and controlled).

Describe the actions taken when extracting a casualty from a vehicle

A

(i) stabilise vehicle(s) (and recheck)
(ii) space creation
(iii) controlled movement of obstacles
(iv) carefully release casualty
(v) prepare casualty to be moved (immobilisation)
(vi) prepare casualty for transport

ENSURE casualty’s head, face, neck and body are protected at all times from further injury!
