Awarded to state and locals based on a particular formula determined by Congress
Formula grants
Competitive grants; may be awarded to state govts, local govts, non profits, and private individuals
Project grants
Strings attached to federal dollars
Regulatory federalism
Directive or order that recipients of federal dollars must comply with or face civil or criminal sanctions
Direct order
