Divided Power:
- Sovereignty in the people
- limited powers granted to the general government and local governments
- neither completely federal (confederal) nor national, a checked and balanced combination of both forms
- a strong national government but not at the expense of the state and local governments

Sovereignty with the central government, local divisions delegated and granted specific powers

Group of foreign states or countries tied together into one common body. Usually organized by treat with few delegated powers granted to the national body.
