Federalism Flashcards
Federal grants that can be used only for specific purposes or categories of state and local spending. They come with strings attached such as non discrimination provisions
Categorical grant
Federal grant given more or less automatically to states or communities to support broad programs in areas such as community development and social services
Block grants
The activity of buying and selling, especially on a large scale
Commerce
Natl govt, states, and localities all trying to compete w/ each other over ways to hand out goods/services packages
Competitive federalism
Powers that are shared by both the state and federal govt
Concurrent powers
A political system in which states or regional governments retain ultimate authority except for those powers that they expressly delegate to a central government
Confederation
Constitutional powers assigned to one government agency but delegated to another agency with express permission
Delegated powers
Transferring responsibility for policies from the federal government to state and local governments
Devolution revolution
A system of government in which both the states and the national government remain supreme within their own spheres, each responsible for some policies
Dual federalism
The final paragraph of article 1, section 8 of the constitution which authorizes congress to pass all laws “necessary and proper” to carry out the enumerated powers
Elastic clause
A legal process whereby an alleged criminal offender is surrendered by the officials of one state to the officials of the state in which the crime is alleged to have been committed
Extradition
A way of organizing a nation so that two levels of governments have formal authority over the same land and people. A SYSTEM OF SHARED POWER BETWEEN UNITS OF GOVERNMENT
Federalism
The pattern of spending, taxing, and providing grants in the federal system
Fiscal federalism
A clause in article IV, section 1 of the constitution requiring each state to recognize the official documents and civil judgments rendered by the courts of other states
Full Faith and Credit Clause
A landmark case decided in 1824 in which the Supreme Court interpreted very broadly the clause in article 1, section 8 of the constitution giving congress the power to regulate interstate commerce as encompassing virtually every form of commercial activity
