what is federalism?
a system of government in which power is divided between a central authority and the various constituent units of the country
how is federalism written in the constitution?
- written into enumerated powers of each branch
- included in implied powers
- 10th amendment reserved all the remaining power to the states and the people
- supreme court would umpire all disputes between federal and state governments
types of federalism: DF
-dual federalism
-1780-1920s
-large focus on states’ rights
-federal gov. limited to money, war and peace
-also called layer cake federalism -divisions in political powers were clear cut
-e.g. in the post civil war era under Andrew Johnson, there was the emergence of legalised racial segregation which allowed states to decide on segregation laws

-increased federal involvement
-cooperation with the states so the federal gov. didn’t take too much power from them
