- signed by george bush, the purpose is to ensure that students in every public school achieve important learning goals while being educated in safe classrooms by well prepared teachers.
- annual testing: states required to test grades 3-8 annually in reading and math, test aligned with state academic standards
- states required to bring all students to proficient level on tests by 2013-14 school year
- schools had to meet adequate yearly progress target
