What is a regulation?

A

A regulation is a general statement issued by an agency, board, or commission that has the force and effect of law. Federal regulations specify the details and requirements necessary to implement and to enforce legislation enacted by Congress.

A

What is the FAR (Federal Acquisition Regulation)?

A

The FAR is a rule book that Federal agencies adhere to when acquiring goods and/or services through the use of procurement contracts. It is located within Title 48 of the CFR, entitled “Federal Acquisition Regulations System”

Who came up with the FAR system?

A

Congress passed the Office of Federal Procurement Policy Act of 1974 (OFPP Act) that established the Office of Federal Procurement Policy (OFPP) thats responsibility was to develop a system of uniform procurement regulations, coordinated on a government wide basis under the direction of the OFPP. In 1980, the FAR system was established.

How is the FAR arranged?

A

The FAR is a chapter within Title 48 of the CFR. The first division of the FAR is the subchapter. There are 8 subchapters in the FAR that are identified using the letters A-H. The next division of the FAR is the part, there are 53 parts in the FAR numbered sequentially, each of which covers a separate aspect of acquisition.
