Outline why it is important to engage ILO for Maori families and what they can assist with?
Iwi liaison officer must be engaged as early as possible. This will support an understanding and awareness of the Maori traditions, protocols and beliefs and enhance relations between the investigation, family of the deceased and the Maori community.
During the early stages following a homicide or serious crime, the FLO must?
- provide immediate appropriate information to the family concerning the death of the victim and explain what happens next in respect of the body (eg post mortem/coroner process)
- provide family with “When someone dies” booklet which sets out rights for the family and explains the coronial process. They have 24hrs to object to post mortem
- establish from family any immediate evidence/rumors
- as far as possible protect family from unwanted media intrusion
What is the definition of a family?
- includes partners, parents, siblings, children, guardians, whanau and any others who have had a direct and close relationship with the victim
- includes chosen family
- should reflect the victims culture and lifestyle
Suspect within a family
Oc investigation must take great care and assess any risks associated with deploying FLO and review the plan regularly, which should consider:
- FLO’s welfare and safety
- FLO needs to be clear in their interactions with the family
- FLO not to be used in any search or arrest of a family member
- investigative or evidential impact of deployment
Why is family liaison important?
It will smooth this process and provide the vital conduit between the family and the police investigation throughout the investigation phase, prosecution and beyond. It is important the most appropriate person is appointed the role and is available throughout the investigation.
What should an FLO do in regards to a family’s cultural needs?
The FLO should identify the cultural origins of the victims family and ensure they are familiar with relevant cultural beliefs and protocols to enhance relations with the family and to contribute to the victim profile.
Describe the primary function of the FLO?
The primary function of an FLO is that of an investigator and not a support person, however in performing this role, the FLO must also offer, facilitate and co-ordinate support that addresses the needs of the family.
Who can take a VIS and what is the time period?
The VIS must be available fir sentencing and should be no older than 28 days at time of sentencing.
Homicide trained victim support volunteers are trained to assist police by taking VIS from surviving family members.
