Powers or laws that are not written out directly on paper

A power or law that is directly and clearly written out.

It was the untied states first constitution before our current one
What is the articles of confederation about?
It created a national government ,Whcu had the power to declare war appoint military officers, sign treaties, make alliances, appoint foreign ambassadors, and manage relations with Indians.
