significant weaknesses or deficiences, overall evaluated cost price and technical ratings, past performance information, rankings of all offerors, summary of award rationale, make/model of item to be delivered, reasonable responses to questions about if source selection procedures were followed

What is this?
If a supplier requests information on an award that was based on factors other than price alone, a brief explanation of the basis for the contract award decision shall be provided

If you are using FAR part 12 (commercial items), what do you need to remember?
You need to provide a debriefing if requested. It would address the same elements in Far Part 15.506
What does GSA FSS in Far Part 8 state?
does not use the term “debriefing” instead states there is a brief explanation to unsuccessful offerors on awards based on factors other than price
