Federal statute that created authority for line-item veto→empowered the President to cancel particular parts of appropriation bills while allowing the rest to go into effect→Congress could overturn by majority vote both houses
• Prez. Could cancel so long as it reducee the fed. Budget deficit, not going to impair government functions, won’t harm the national interest
• Prez. can’t do this because it changes the constitution and allows the President to changes laws Congress passed→for this to work the Constitution would need to be amended
