President’s Authority to act must either stem from Congress or from the Constitution. But the President does have some inherent powers beyond those expressly stated in the Constitution.

1. Most Power: When acting with Congress Prez power at max because he has his powers + what Congress can delegate.
2. Mid Power: When acting alone but Congress is silent on issue only has his own powers and congressional inertia, indifference, or acquiescence.
3. Least Power: When acting against Congress (express or implied) he needs the court to prevent Congress from acting on the subject.
