How does the 10th Amendment apply to the states?
Under the 10th Amendment, all powers not assigned by the constitution to the federal government is reserved for the states, or the people.

duties. A state may not consent to being commandeered.

The federal government may encourage state action through the use of its taxing and spending powers.
