MDT *

According to the Association of Police and Crime Commissioners half of all murders and half of all acquisitive crime is drug related.
RESULT
I’d like to give you an example about how my actions took Swinton from one of the lowest compliance MDT rates of around 55% to the highest compliance rate of 85% within a month.
SITUATION
MDT are a drugs test for the presence of cocaine or heroin in someone’s system. All adult detainees arrested for trigger offenses (acquisitive crime, begging, class A drug offenses) should be tested.
Every month data is released for each site on its compliance rate for MDT which is a figure calculated against the number of adults who come into the suite accused of a trigger offense against the number of tests completed.
AIM
My aim was to look into the data and identify why our compliance rate was so low and to then rectify the issue and to significantly improve the compliance rate.
ACTION
- Requested raw data on spreadsheet
- Validated and verified all the data against the custody record.
- Many records showed that DP lived outside of GMP and therefore didn’t qualify so figures not as bad as first thought.
- Created extra columns to identify which groups where on duty against when each detainee was brought into custody From that data I identified that two groups were poor at completing the tests.
- Also identified that when MDT were handed over to other groups due to the DP not being fit, often missed.
- Spoke to Sgts on all groups to identify what their process was to ensure MDT’s were getting done.
- Took the good practice from the two good performing groups.
- Identified floors in the failing groups.
- Spoke to the CDOs from the failing groups to identify why tests were missed.
- I was told:
- Didn’t know which’s DP’s required it for which offences.
- Didn’t know previous group had not done it.
- Didn’t know where cartridges for the machine were kept.
- Decided to put standardized procedure in place.
- All Sgts to complete MDT authority sheet on booking in and to place in designated tray.
- MDT column to be created on whiteboard indicating if required and if completed.
- Posters put up in biometrics room
- MDT box on handover sheet
- C&C Sgts to own process and be held accountable
- Briefed all teams on new process
- Sent out email with process
- Began to put as PDR objective for Sgts
- Performance email sent out showing each teams compliance rate compared to each other to introduce some competition amongst teams
RESULT
Around a 30% increase in compliance.
Went straight to top performer.
Keep on monitoring to check process stuck

- then refused to take as diabetic and had not had insulin (DP refusing to eat breakfast as too early and insulin can’t be given without eating first).
Went Wednesday AM - In custody for 91hrs
No one taking ownership

Get GeoAmey to take DP to court.
ACTION
I was bronze on the Tuesday night.
No one taking ownership of situation, Geo could refuse again on Tuesday.
Decided to put a plan in place.

Authorised getting her something from supermarket using petty cash

To agree that they would go to court to administer insulin if required (as per drugs at hospital)

Called Geo to get their special transport to turn up as late as possible so DP could eat and be fit.
CHALLENGES
Getting agencies to agree and commit and to hand over to other staff.
Handed over to morning Insp, if Geo refused to take again, vehicle not to leave van dock with Bronze being informed and challenging with senior management.
