A

Identified perceived threats from both state and non state actors in a post cold war/911 enviroment. contained 5 major points

  1. identified the threats from weak falling or collapsed states in the context of terrorism
  2. the threat posed by rogue states and terrorist entities obtaining wmd;s
  3. argued that deterent and containment policies where no longer affective agaisnt these new threats
  4. stated US policy of premeptive strikes, and clearly stated its intention to do so
  5. argued for the strengthing of long range strike capability.
