what is the fifth step in how a bill becomes a law?
executive action
the president can sign the bill, making it a law or he can veto it
*a presidential veto can be overridden by a two-thirds majority in each chamber
what is the fourth step in how a bill becomes a law?
conference action
if the Senate and House pass different versions of a bill and the differences can’t be worked out, a conference committee of members of both chambers is formed to work out a compromised version, which is then sent to each chamber for a vote
*a bill must be passed by both chambers in identical form before it can become law
