What is plural executive ?
Officers Separately elected by CA voters
What is a primary election ?
The equivalent to a change of current incumbent or president rival needed to beat for a second term.
What is an open primary/ballot ?
Allows voters to select the party ballot of their choice even if it is of the opposite party
What is a closed primary/ballot ?
The only voters that can vote are from the two major parties.
What is a blanket primary/ballot ?
A primary where all voters are given the same universal ballot.
What is a modified closed primary/ballot ?
Major parties are the only ones to vote w/ parties giving consent to sub-parties to vote w/ them.
What is a jungle primary/ballot ?
Only 2 candidates advance to the general election who had the most votes. Can be 2 Reps/Dems.
What values do people that support a jungle/open primary have ?
- same end goals to nominate centrists
- create competition
- create compromise between parties
What values do people that support a modified/closed primary have ?
- strong intent
- more effective democracy
- Party elite
- Party loyalty
Why was the blanket primary ruled unconstitutional by SCOTUS ?
Violation of the 1st amendment ; infringement of a parties right to free association by way of selecting who can vote within non party voters.
What is Recall ?
Empowers voters to remove office holders within their district only.
What is referendum?
Allows voters to nullify acts of the state government
What is initiative ?
Allows citizens to make legislation themselves with the required percent of petition signatures.
What is a PAC ?
Set up on behalf of the interest group to be able to get to the candidates.
Current Fed Law prohibits IG corps from giving campaign money to officials.
How are city initiatives, referendum and recalls put into the ballot ?
By an average of 5% voters’ signatures on a petition
What areas are Republican strongholds ?
Inland, farmland, low-pop, heavy vehicle
What areas are Democratic strongholds ?
Coastal, higher population, culturally secular, environmentally cautious, mass transit
Why is CA a democratic state ?
By pure majority of house delegation, state assembly and executive by voters.
What are advantages of Direct Democracy ?
- Intends to allow citizen empowerment
- removes bad officials
- limits special interest groups
What are disadvantages of direct democracy ?
-pro legislator/elite interest
receives more power
Why did the framers of the constitutional initiative fear democracy?
“Too much democracy can be a tyranny of the majority.”
