once in place, existing policies may create new issues that did not exist before the policy existed (it’s a loop)
Focal Power
the degree of attention an event has, some events are more compelling

- known to public and policy makers simultaneously

A person dedicated to moving an issue or proposal on to the agenda and to adoption and willing to invest resources like time, reputation, energy, and money to promoting a policy proposal
