Describe the No-Government period.
A
- Initial formation of America
- Rural and agrarian (farming-based)
- Very dispersed population
- Daily life was centered on self-independence
- Citizens rarely encountered government directly, government existed but it was not prominent
- County officials were faces of government
- Very basic/traditional roles: record property ownership and protect property
- “Best government was the least government” was a common attitude
- Expression of desire to keep things as they were, though this is unrealistic

Describe the Municipal government period.
A
- America fundamentally changed
- Industrial revolution
- Immigration
- Urbanization
- Ballooning city populations demanded large-scale services: water, sewage, crime, education, health
- Municipal government gained more power and took control and provided solutions to the lack of services, corruption also grew in every city
- Municipal leaders built and maintained their power
