Describe the No-Government period.

A
  • Initial formation of America
  • Rural and agrarian (farming-based)
  • Very dispersed population
  • Daily life was centered on self-independence
  • Citizens rarely encountered government directly, government existed but it was not prominent
  • County officials were faces of government
  • Very basic/traditional roles: record property ownership and protect property
  • “Best government was the least government” was a common attitude
  • Expression of desire to keep things as they were, though this is unrealistic

Describe the Municipal government period.

A
  • America fundamentally changed
  • Industrial revolution
  • Immigration
  • Urbanization
  • Ballooning city populations demanded large-scale services: water, sewage, crime, education, health
  • Municipal government gained more power and took control and provided solutions to the lack of services, corruption also grew in every city
  • Municipal leaders built and maintained their power
