Status - claim of nationality may be verified by valid documents, display of national flag, verbal claim by master or person in charge
Vessel nationalitys
U.S. Owned - owned in whole/part by a US citizen, not registered to another country
Foreigned flagged vessel - all sea going vessels
Vessel without nationality - vessel which is not registered in one single country

Passive compliant - follows orders
Passive resistor- does not follow orders, but no physical resistance
Active resistor - physical resistance with not harmful
Active aggressor - attempts to attack or harm officer
