What are the 3 types of competences ?
Exclusive, shared and supporting
What are the exclusive competences ?
customs union, competition rules, monetary policy, fisheries policy and commercial policy
What are the 3 types of powers ?
Explicit, implicit, subsidiary
What is the principle of conferral?
The EU can only act within the limits of the power conferred by the MS through EU Treaties
What are shared competences?
Employment, economic, transport, consumer protection
What are some supporting competences?
Public health, education, tourism
What are explicit powers?
Clearly defined powers by the Treaties
What are implicit powers?
Competences in external matters derive from explicit internal competence. (Principle of parallelism between internal and external powers.)
What are the proportionality and subsidiarity principles?
The EU should only act if it can do so more effectively than national governments and not go beyond what is necessary to achieve the objectives of the Treaties
