Provides the rules for the mutual recognition of professional qualifications ( a key obstacle to the freedom of establishment)

Acts as a fall back to all of the professions that are not covered by specific rules and ensures that they are covered by the mutual recognition approach. But it does not absorb the directives relating to professions where there are alternative directives (e.g. for lawyers - the lawyers establishment directive 98/5)
