What happens if Council do not agree with the EP’s amendments
Council adopts common position - drafts their own version of the proposal.
Returned to EP - who have three months to respond
If amendments cannot be agreed upon by EP and Council - conciliation committee decides
Outline consultation procedure
Commission proposal -> Council consideration (expert + working groups) -> EP for consideration but no power -> COREPER who vote -> Council for final vote
What happens if COREPER unanimously agree on proposal
Council pass it automatically
Outline assent procedure
Commission proposal -> Council -> EP approve or deny

Commission acts that supplement non-essential legal framework
What are implemented acts
Commission acts that ensure the performance of treaty obligations
