Working Fire
A confirmed structure fire requiring at least one hose line and holding all resources from the initial alarm
Incident Priorities
Life Safety, Incident stabilization, Property conservation and protection of the environment
Strategies
Offensive, Defensive or transitional
Strategic Objectives
Short or long term plan of action designed to achieve a goal based on incident priorities. ( What are we trying to accomplish)
Tactical Objectives
The how. Division/ Group sups operate at the tactical level.
Ex- initiate offensive fire attack, provide vertical ventilation etc
Task
The actual work required to accomplish tactical and strategic objectives. Deploying hose lines, laddering a building etc
Leaders Intent
Task- What is the objective or goal of the assignment
Purpose- Why the assignment needs to be done
End State- How the situation should look when the assignment is successful
Command Modes
Investigative, Fast Attack and Command.

Risk Management #1
Activities that present significant risk to first responders shall be limited to where potential to save civilian lives.
Risk Management #2
Activities routinely employed to protect property shall be recognized as inherent risks to responders, and actions shall be taken to reduce or avoid risks
Risk Management#3
No Risk to safety of responders shall be acceptable when there is no possibility to save lives or property
Risk Management #4
In situations where risk to responders is excessive, activities shall be limited to defensive operations.
Single Company Responses
May only require company or unit to acknowledge on scene
Multi Company Company Responses
First arriving officer to verbally establish command and initiate ICS structure appropriate to the incident
Once on scene, when should the BC consider taking Command?
More than one company in investigative mode or operational assignment.
Anytime there is an IDLH and someone is on AIR.
Investigative Mode
When nothing showing or first arriving unit can’t see what is on fire without getting out and investigating
Fast Attack Mode
When quick, immediate action can prevent injury or death.
Radio will enable mobile command so officer can accompany crew to direct involvement of interior attack
Command Mode
Incidents by virtue of size, complexity or potential for rapid expansion may require immediate formal command.
Officer may assign crew to engineer and give a task
Officer may assign crew to another Company
May assign crew members to perform dedicated ics positions
Consider passing it to the next engine when 2nd in is a truck co involved in rescue
High Rise Command Modes
Command Modes do not apply to high rise fires. ALS BASE will be used
Initial on scene Size-Up
Unit
Address
Size, Stories, Occupancy Type, Construction Type
What is visibility (nothing, smoke or fire)
Amount and location(also color or velocity if smoke)
Initial Actions(pulling a line, rescue or 360)
Follow up Report
Given after a 360 performed
State updated report on conditions and what strategy is established
Working Incident Fast attack prior to 360
Immediate Rescue
To prevent immanent fire spread
Large Structure or barriers
AN INCOMPLETE 360 MUST BE VERBALIZED ON FOLLOW UP REPORT
What to look for in 360
Structural Features( Age, Roof type, Basements, levels above grade)
Rescue Problems
Fire location, behavior and smoke reading
Exposures
Access
Hazards
