What classifies an Unusual Event?
- Events in progress or have occurred which INDICATE a POTENTIAL degradation of the safety of the plant or INDICATE a SECURITY THREAT to the plant
- No release of radioactive material are expected
What classifies an Alert?
- Events in progress or have occurred which INVOLVE an ACTUAL or POTENTIAL degradation of the level of safety of the plant or a SECURITY EVENT that involves PROBABLE LIFE THREATENING RISK to site personnel or damage to site equipment
- Any RELEASES are expected to be LIMITED to SMALL FRACTIONS of the EPA PAR guideline exposure levels
What classifies a Site Area Emergency?
- Events in progress or have occurred which INVOLVE an ACTUAL or LIKELY MAJOR FAILURES of PLANT FUNCTIONS NEEDED for the PROTECTION of the PUBLIC or HOSTILE ACTIONS that resulted in INTENTIAL DAMAGE or MALICIOUS ACTS toward site personnel or equipment that could lead to the likely failure of or prevent access to equipment needed for protection of the public
- Any RELEASES are expected to be LIMITED to SMALL FRACTIONS of the EPA PAR exposure levels
What classifies a General Emergency?
- Events in progress or have occurred which INVOLVE an ACTUAL or IMMINENT SUBSTANTIAL CORE DEGRADATION or MELTING with the POTENTIAL for LOSS of CONTAINMENT INTEGRITY or HOSTILE ACTION that RESULTS in an ACTUAL LOSS of PHYSICAL CONTROL of the PLANT
- RELEASES can be reasonably EXPECTED to EXCEED EPA PAR exposure limits beyond site boundary
- Usually involves a LOSS OF 2 FISSION PRODUCT BARRIERS, with the potential to LOSE A THIRD
How soon does the State and county have to be notified?
- within 15 min of declaration
How soon does the NRC have to be notified?
- within 1 hr of declaration and as soon as possible after the state and county are notified
What is the purpose of the TSC?
- Provide Technical Support to CR
- Primary ONSITE Communications Center
- Assist in preventing CR overcrowding
Which center provides support during short-term emergencies until all required centers both on and offsite have been activated and how?
- TSC
- Provide Technical Support to Ops personnel as requested
