Describe the factors affecting career development
Warfighting
* Consists of the MRO’s current rifle score percentile against peers of the same rank and Marine Corps Martial Arts Program (MCMAP) Belt, each worth 12.5 percent of the PES Score.
Physical Toughness
* Consists of the MRO’s current Physical Fitness Test (PFT) and Combat Fitness Test (CFT) score percentiles against peers of the same rank, each worth 12.5 percent of the PES Score.
Mental Agility
* Consists of an MRO’s informal PME in grade (MarineNet) and in service/in grade civilian self-education (college/vocational courses and degrees), each worth 12.5 percent of the PES Score.
Command Input
* Consists of the average marks in grade of three lines of subjective evaluation: Individual Character, Military Occupational Specialty (MOS) and/or Mission Accomplishment, and Leadership. This is the command’s chance to highlight superior or inferior MOS proficiency, acts of personal integrity, and leadership.

Explain Regular Promotion
All requirements must be met, plus Commander has to agree on promotion
Explain Meritorious Promotion
The CMC will promote, by means other than the regular promotion system, exceptionally well-qualified Marines in recognition of outstanding leadership and performance. Not authorized above the grade of Gunnery Sergeant. Will not be used as rewards or when a personal commendation/award is appropriate.
To be considered (Sgt and below):
* Completed required Professional Military Education (PME)
* Performance must be to a degree superior to that of his/her peers
To be considered (SNCOs):
* Allocations vary between Marines assigned to a Special Duty Assignment (SDA) or non-SDA
* SDA: annual meritorious allocations determined by CMC (MPP-20) for active component and CMC (RAP-2) for reserve component
* Non-SDA (active): allocations are based on one meritorious promotion per 1,000 Marines eligible
* Non-SDA (reserve): allocations determined annually by CMC (RAP)
Combat Meritorious
* CMC (MPP-20) and CMC (RAP) designate allocations to Marine component commander for the specific theater of operations
Explain Incentive Promotion
Available to Marines entering the Marine Corps. Several programs entitle Marines to guaranteed appointments to a grade other than private upon enlistment.
Falls under the cognizance of the Commanding General, Marine Corps Recruiting Command (MCRC).
Explain Accelerated Promotion
Provides selection opportunity to Sergeants and Staff Sergeants who do not meet DOR/AFADBD or PEBD cutoff required for consideration in the below zone for promotion.
Strictly reserved for a Marine who is “the one above” and who is eminently capable of immediately assuming the responsibilities of the next grade.
Established to provide an opportunity to advance deserving Marines based on exceptional, noteworthy, and commendatory performance of duty over a sustained period.
Marines recommended for accelerated promotion will be considered in the below zone with the Marines in their MOS/OccFld who met the established TIG and TIS for promotion consideration.
Explain Remedial Promotion
PFC through Sergeant
Afforded for administrative errors which delayed or prevented a Marine from being promoted.
All requests for remedial consideration for ranks PFC through Sergeant must be submitted by the command within one year from the date of error or injustice.
SNCOs
The Enlisted Remedial Selection Board (ERSB) is charged with the review of all Marine enlisted records referred to it for the purpose of making recommendations concerning remedial promotion to SNCO grades.
All requests for remedial consideration for SNCO ranks must be submitted by the individual Marine and received no later than three years after the date the contested promotion board results were made public.
