A

taxing people for the protection of the seas from pirates. Buckingham was in charge of what was done with tax money, nothing was done - money was wasted.

What was the petition of right and its effects?

A

The petition of right consisted of forced loans being made illegal, no free man should be arrested without just cause. Charles signed petition and the relationship began to improve.
