Engaging stakeholders in green transition Flashcards
What 2 things are needed for effective green transition?
Enforcement of laws
Buy-in from diverse stakeholders
Why is it important to engage diverse stakeholders (in general but) when transitioning to IGE?
- Builds a shared, comprehensive understanding of the situation
- If included, stakeholders are more likely to support the process
What are the 4 stages of the policy cycle
- Issue identification and agenda setting
- Policy formation
- Policy implementation
- Monitoring and evaluation
What are the 4 main stakeholder groups that need to be consulted for a transition to IGE?
- Private sector
- Civil society
- Academia
- General public
Why does the private sector need to be consulted for a transition to IGE?
- Although the government sets the laws, they are the ones who enact them (i.e. who the regs apply to)
- The bulk of green job generation / sustainable production is in the private sector
- The majority of funding comes from the private sector
What is a PPP?
Why are they important?
Public-private partnership
Through PPPs risk is shared when undertaking green projects, which is more likely to be robust and attract further investment.
Give a key concern and opportunity for the private sector in the transition to IGE.
Concern: high upfront cost for green investment
Opportunity: new markets and sources of investment
Why does civil society need to be consulted for a transition to IGE? Give 2 points.
Civil society organisations (CSOs) bring aspects that are inadequately addressed by public policy to the attention of decisionmakers (they advocate for marginalised people in society).
Their campaigning power / networking skills can help to build green coalitions
Give an example of a CSO for green economy.
The Green Economy Coalition.
They are a multi-stakeholder network who mobilise joint action, share experiences and policy practices across their global community.
Why does academia need to be consulted for a transition to IGE? Give 2 points.
- It provides indispensable input into policy-making through analytical / empirical data
- It trains / educates current / future professionals
Give an example of academia being involved in green transition.
In Mongolia, PAGE facilitated universities incorporate green economy into UG courses (on macroeconomic modelling, sustainable finance) and provide certified training on green buildings
Give a key concern and opportunity for academia in the transition to IGE.
Concern: pressure from interest groups to publish results that serve economic interest
Opportunity: new fields of research
An ‘informed public is necessary to lend legitimacy to green economy’.
What 2 things must the government do to inform the public?
- Communicate long-term and common benefits.
2. Compensate vulnerable groups.
Public opinion can be a catalyst for green reform. What did one study show that supports this?
Increasing pro-environmentalism significantly and dramatically increased the adoption of renewable energy in Europe from 1974-2015
Give a key concern and opportunity for the public in the transition to IGE.
Concern: higher costs for consumer goods
Opportunity: more green goods / services to choose from.
