what is the green paper?
consultative documents issued by the govenment putting forward propasals for reform the law
what is white paper?
its the documents issued by the government stating as to how they are going to reform the law.
what is a bill?
bill is the name of a draft law
name the types of bills
government bills (introduced by the government )
private member bill (introduced by a private MP)
public bill
hybrid bill(introduced by the government but is for the affect of an organization person or place)
what is the first reading? what takes place ?
title and main principles of the bills are announced.
no debates or voting
date for 2nd reading are set.
what happens in the 2nd reading ?what takes palace ?
house debates the whole bill
focus on bills
speaker controls it only if called you can speak
at end of vote vote against or agree
MP walks out chamber if walk through special doors yes
what happens in the committee stage ?
detailed examination of each clause of bills ——–16 to 50MP discussion
usually done done by standing committee
opposition and minority parties represented proportionately
what is the repot stage?
committees report on any stage
each amendment is debated

what happen in the 3rd reading?
reveiw of whole bill

what happen in the hose of lords?
bills passed to the HofL goes through the 5 stages of HofC

what is the royal assent?
bill can be stopped for one year then monarch gives approval of the bill
what are the advantages?
law made by the elected representatives = democratic
parl can reform whole area of law in one act
parl can set broad policies
acts can be debated discussed and scrutinized
what are the disadvantages?
less time to deal with reforms
long process government is in control of parl timetable and allows vey little time for private members bills
complex and long difficult to understand
