When did the Federal Government first get involved with EM?
- 1803 Congressional act to provide financial assistance to a New Hampshire town.

- The Flood Control Act of 1936 (Links to an external site.) gave the U.S. Army Corps of Engineers (Links to an external site.) authority to design and build flood control projects.
When did Civil defense become popular?
During the Cold War in the 1950s. Stockpiles of emergency management supplies were gathered because of the threat of nuclear invasion.
The National Flood Insurance Act of 1968
After Hurricane Betsy, The NFIP was created, Creating the concept of community mitigation. The NFIP was later linked to HO Loans to reduce costs on the federal government.
Federal Defense
the focus shifts were natural disasters to nuclear attacks once again. Which would, later on, create the federal response plan.
FEMA
was created in 1978 Under the Carter Admin, after the three mile incident.
FEMA under Fire 1989-1992
FEMA was on the downslide until President Clinton revamped the agency. in 1993 James Lee Witt was the first director with actual experience and won the trust of the American people with successful reforms.
The hurricane Katrina Failures.
FEMA was no longer a stand alone agency and lost access to the president. Funds were diverted or reduced as DHS was focused on Terrorism. The PKEMRA increased funding and refocused on EM.
