What are the categories in which an inventory of personal effects will be conducted?

Who is eligible for unit deployment storage?
Bachelors, geographical bachelors (not receiving BAH), and single parents. Further, E-7 and above who are unmarried and receiving BAH will be authorized storage provided they forfeit their BAH during deployment.
What are the procedures to establish an inventory board?
- CO will appoint in writing, a board consisting of one or more Officers or SNCOs to perform personal effects inventories.
- The CO will ensure the assigned Marines are familiar with the duties and responsibilities as outline in the Personal Effects and Baggage Manual, MCO 4050.38_
- Appointments shall be made for no longer than a quarter or semiannual period. Supply Marines that are involved with the personal effects storage site will not be assigned as board members.
- Officers inventory officers.
- When a SNCO or officer is not available, a sergeant may inventory the personal effects of sergeants and below, at the COs discretion.
Who is responsible to ensure the inventory board members are familiar with their duties and responsibilities?

When a SNCO or Officer is not available, a sergeant may inventory the personal effects of sergeants and below, at the COs discretion.
How is the NAVMC 10154 (inventory form) distributed?
Upon completion of the inventory, the names, and grades, of the individuals performing the inventory will be legibly written in the remarks section on the reverse side of the inventory form. The senior member performing the inventory will sign the original and all copies of the inventory form.
- The original inventory form will be placed in the members SRB/OQR to include receipts for government property and pay checkage requests for government property not recovered.
- One copy of the signed inventory form will be placed inside each container of the personal effects.
- The commander or other official directing the inventory will retain one copy of the signed inventory form.
- One copy of the signed inventory form will be furnished to the personal effects custodian to be placed in the case file.
What markings are to be placed on the outside of a personal effects container?
Containers will be marked with the individual’s:
- Name
- Rank
- status
- Expected date of return (if known)
How is the NAVMC 10241 (baggage tag) distributed?
- The TOP SECTION is placed on the front of each storage container.
- The MIDDLE SECTION is placed inside each storage container.
- The BOTTOM SECTION is given to the individual concerned. If the individual is unavailable, it will be placed in the member’s SRB.
Top/front > middle/inside > bottom/individual/SRB
State in writing the personal effects disposition history when given case file retention periods.
- Personal Effects and Property Returned to the Proper Recipient (PERE) - maintained in supply for 2 years from the delivery date.
- Property Unclaimed, Sold, or Disposed - maintained in the case file for a period of 5 years following the date of disposal.
- Unclaimed Property Involving Deceased or Missing Personnel - held wit the individual’s OQR/SRB for a period of 8 years after the date of death or unit diary entry date of the declaration that the person is deceased.
- Long-Term Prisoners - retained for the entire sentence plus 10 years.
What is the allotted time frame to complete a personal effects inventory?
The recovery, inventory, and turn-in of a service member’s personal effects must occur within 48 HOURS (72 hours if during a weekend and 96 hours if the timeframe includes a holiday) of receipt of information like the morning report or MOL that the member’s status warrants a personal effects inventory.
