In 1572 the pc called for parliament to propose the execution of Norfolk and MQS. Cecil took the lead with 2 bills:

Barring her from the succession
An act banning papal bulls was also put in place

A

Plans for French Catholics backed by the Spanish to invade England, liberate MQS and start a catholic uprising. Throckmorton was the intermediary between Mary and the Spanish ambassador, William Allen was also involved.
