Q

How do permanent dipoles rise?

A

Where a more electronegative atom is bonded to a less electronegative atom, the more electronegative atom will have a more permanent little negative charge/dipole and the less electronegative atom would be slightly positive

Q

Why does electronegativity DECREASE down a group?

A

The electrons gets further away from the nucleus and electron shielding increase thus not as attracted to the nucleus
