What is the simplest way to configure an Application Load Balancer with a static IP address?

Elastic IP addresses are public/static IP addresses provisioned by AWS upon request which allow an application/host to be registered to a single, fixed IP address. This allows any clients to whitelist the IP address of the host once, without risk of the address changing.

Elastic IP addresses cannot be assigned to an ALB, but they can be assigned to Network Load Balancers. The desired architecture can be achieved by assigning an Elastic IP to a Network Load Balancer, with the ALB as the target group.
