Q

How did the topography of New Orleans make the effects worse?

A

New Orleans is situated in a soup-bowl shape with Lake Pontchartrain and the Mississippi River on the other side. When the leveés broke, the water entered the city along with the storm surge to break the storm drains so no water could escape.
