To review the progress since the Woods Dispatch. Main recommendations:
- Primary instructions to be given through the vernacular in such subjects as will best fit them for their position in life.
Local bodies to manage primary education by levying cess for the same.
- There should be two divisions at the secondary education level-one for literary leading up to the entrance exam of University and other of a practical character preparing students for vocational
career. - Private enterprises should be encouraged in the field of the education.
- It drew attention to the inadequate facilites for female education and recommended for the
spread of the same.

over the Indian Universities and private colleges
