To review the progress since the Woods Dispatch. Main recommendations:

  1. Primary instructions to be given through the vernacular in such subjects as will best fit them for their position in life.

Local bodies to manage primary education by levying cess for the same.

  1. There should be two divisions at the secondary education level-one for literary leading up to the entrance exam of University and other of a practical character preparing students for vocational
    career.
  2. Private enterprises should be encouraged in the field of the education.
  3. It drew attention to the inadequate facilites for female education and recommended for the
    spread of the same.

On its recommendations the Indian Universities Act was passed in 1904. It increased the govt. control
over the Indian Universities and private colleges
Was condemned by the Indians

    1. Govt. control over univs.
      2. Attempt to restrict education to govt loyalists.

After the implementation of the provisions of the University Act, the number of colleges declined,
but the number of students increased considerably.
