Why wasn’t the German economy ready for total war
- Most plans weren’t due to be complete until 1942, Hitler hadn’t anticipated an early war. - Poorly organised centralised government meant many different ministries were working against each other - Ministry of rearmament, economics, labour and finance all clashed. - There was a clash between the armed forces and office of the four year plan, armed forces wanted quality over quantity and the four year plan office opposed - Labour shortage in 1940, work force decreased by 4mn due to conscription
