c. Prepare and distribute information, education and communication materials on solid waste management;
d. establish methods and other parameters for the measurement of waste reduction, collection and disposal;
e. provide technical and other capability building assistance and support to the LGUs in the development and implementation of local solid waste management plans and programs;
f. recommend policies to eliminate barriers to waste reduction programs;
g. exercise visitorial and enforcement powers to ensure strict compliance;
h. Perform such other powers and functions necessary to achieve the objectives of this act;
i. issue rules and regulations to effectively implement the provision of this act.
Visitorial powers of the department?
a. Have access, right to copy the records required to be maintained.
b. have right to enter premises of any generator, recycler or manufacturer or other facilities any time to question employee or investigate matter necessary to determine any violation, or may aid in the effective enforcement of this act and its implementing rules and regulations.
NOTE: Not applicable to dwelling places, unless, the visitorial power is judicially authorized.

It shall be the barangay level who shall be responsible especially for biodegradable, compostable and reusable wastes.
Who shall be responsible for collection of non-recyclable materials and special wastes?
it shall be the responsibility of the municipality or city.
Can LGUs impose and collect reasonable fees and charges for services rendered?
Yes, LGUs may impose and collect fees for services rendered
Differentiate charges and fees?
Charges refer to pecuniary liability, as rents or fees against persons or property.
Fee means charge fixed by law or ordinance for the regulation or inspection of a business or activity.
Meaning of solid waste?
Refer to all household, commercial waste, non-hazardous institutional and industrial waste, streer sweeping, construction debris, agricultural waste and other non-hazardous/non-toxic solid waste.
