Rural constituencies had too much power in comparison to urban areas which contained many more people.

Why was universal manhood suffrage used?
Bismarck believed that rural populations would vote for the conservative or free conservative parties
What was a big issue with government ministers?
Low experience in parliamentary government or foreign affairs as they tended to be selected from the civil service or military

The president had the power to take full control without consulting the Reichstag.
Pros of the emergency decree.
In a crisis the president could quickly take measures to fix it.

The president could make himself a dictator if used improperly.
