What safety considerations should you remember after an unplanned entry into a clan lab?
Leave area immediately Never touch taste smell any chemicals Don’t attempt to stop chemical reaction Don’t shut off water supply Don’t smoke Don’t use devices that spark or cause friction Don’t re enter
Exposure to clan labs May result in the following symptoms?
Headaches Watering/burning eyes Nausea Burning skin Coughing or choking Pain and diaphragm Coldness or weakness Dizziness or shortness of breath
What are the three types of clan labs and their definitions?
Extraction: Finish drunk or precursor is removed from raw material by use of chemical solvents
Conversion; one form of drug is changed into a more desirable form
Synthesis; raw materials are combined through a chemical process to produce a desired drug
What are the two types of hazards with clan labs?
Chemical hazard; may be inhaled absorbed or ingested. Includes acid base is solvent poisonous gasses waste chemicals etc. They may also cause risk to fire with flammable gas, explosive gas, compressed gas
Physical hazards; and/drug affected suspect, explosive, booby traps, unsafe building structure etc
What should you do (police wise) in an unplanned entry situation?
Safety considerations must always outweigh evidentiary considerations.
– Immediately remove persons of interest from address
– isolate site and maintain a safety perimeter
– preserve crime scene
– Notify duty inspector/NCO, contact NCLRT And where appropriate fire and ambulance
– seek advice from NCLRTAnd fire re-decontamination
– occupants of address and staff to remain separate until decontamination issues addressed
– seek medical advice if suffer adverse affects
What is the minimum personal protection equipment for the initial entry team?
– Flame retardant overalls – chemical and flame Resistant coveralls – boots – fire resistant gloves – balaclava - stab resistant body armour – APR’s with air filters
What is our immediate action at the scene when a child is located?
–Remove them from immediate seen
– assign an officer in charge of the young person
– advise them what’s happening, age appropriate
– assessment by ambulance staff, maybe before decontamination, advise ambulance staff of this
– advise CYFS and provide personal protection equipment
– have child wrapped and blanket or Tyvek suit before handing to CYFS
– Most appropriate decontamination
– photos, record injury, mental state
– Secure clothing – pre-limb interview including health, living and home life circumstances
– provide CYFS with S30 Warrant or section 42 placement form
– brief social worker on any health concerns
What are the officer in charge of investigations follow-up obligations in relation to a child located at a clan lab?
- together with CYFS Give priority to relocating in a young person absent from the address at the time
– insure any child exposed to clean lamp is checked by a doctor as soon as possible and in any case within 24 hours
– insure young person’s medical examination completed and hair and urine sample taken - refer all cases where consent is an issue due to custodial status or age of the young person to the legal section as soon as possible
– insure hair Sample and or toxicology kit I collected from the doctor and sent to ESR as soon as possible along with a POL143
– Results are sent to CYFS And doctor as soon as they’re available
– liaise with child protection team as to whether a specialist child interview as required
What do you do if a social worker determines that it is not appropriate to seek a medical examination from a child or young person?
Police can apply under section 49 and 50 of the child young person and family act 1989 for a court order to have the medical examination completed.
Primary reason for medical examination is to assist CYFS to assess the health and well-being of a young person. May also have the effect of assisting police to uphold the law
Where a child or young person has been brought before the court pursuant to section 45 CYPFA 1989 (Within five days of being placed in CYFS custody) what must’ve happened?
A CPP consult have taken place and all relevant evidence assist for use in the section 67 application (ground for the clearing the child or young person in need of care and protection)
We are powers under section 42 of CYPFA 1989 have been used what must the OC investigation do?
Finish a report to the commissioner within three days
In relation to the hazardous substance and new organisms act 1996 what is an emergency?
– Actual or imminent danger to human health or safety
– a danger to the environment or chattels so significant that immediate action is required to remove the danger
– arising from hazardous substance or new organism
In relation to the hazardous substance and new organisms act 1996 what is enforcement officer?
Any member of the police or any chief fire officer or any person exercising powers of a chief fire officer
