a dangerous phenomenon, substance, human activity, or condition that may cause loss of life, injury or other health impacts, damage to property, loss of livelihoods and services, social and economic disruption, or environmental damage
Hazard
the characteristics and circumstances of a person, group, community, system, or asset that make it susceptible to the damaging effects of a hazard
Vulnerability
strengths, attributes, and resources available within a community, society, or organization that can be used to achieve agreed goals
Capacity
(Hazard x Vulnerability) / Capacity
Risk
Serious disruption of the functioning of a community or society
■ Involves widespread human, material, economic, or environmental losses and impacts
Exceeds the ability of the affected community or society to cope using its own resources
Disaster
The concept and practice of reducing disaster risks through systematic efforts to analyse and manage the causes of disasters. Includes:
reducing exposure to hazards
lessening vulnerability of people and property wise management of land and the environment
improving preparedness for adverse events
Disaster risk reduction
- Lessening or limiting the adverse impacts of hazards and related disastersfully
Adverse impacts of hazards often cannot be prevented
But the scale or severity can be substantially lessened by various strategies and actions
Disaster preparedness
Also called disaster relief
- Provision of emergency services and public assistance
During and immediately after a disaster - To save lives, reduce health impacts, ensure public safety, and meet basic subsistence needs of people affected
Disaster response
Using administrative directives, organization, and operational skills and capacities…
To implement strategies, policies, and improved coping capacities…
⚫ And so lessen the adverse impacts of hazards and the possibility of disaster
Disaster risk management
Adopted by 168 countries in January 2005 following the Indian Ocean tsunami
■ Sets out concrete measures to make communities and nations more resilient to disasters
■ ‘A gender perspective should be integrated into all disaster risk management policies, plans and decision- making processes, including those related to risk assessment, early warning, information management, and education and training’
National Platforms are responsible for taking forward the commitments at country level
