What is a Clare’s Law Application?
An information request for any domestic abuse history on their new partner
Definition of Domestic Abuse
• Both are over 16, personally connected & the behaviour is abusive
• Behaviour is ‘abusive’ if its:
- physical or sexual abuse
- violent or threatening behaviour
- controlling or coercive behaviour
• Doesn’t matter if its a single incident or a course or conduct
What is Operation Encompass?
Allows information to be shared to schools and GP’s in relation to the children
- helps to keep an eye out of their safety & behaviour of the children
Some points that may be in Domestic Abuse
• Vicim and abuser know eachother
• Behind close doors
• Lack of evidence
• Offender has access to the victim
• Might not report the abuse
• Blame themselves
• Children may be abused
• Breach of trust
Some points that may be in Stranger Violence
• Its treated more seriously
• Usually a one off
• Gives the victim a place of safety-home
What is a Repeat Victim?
2 or more incidents within a 12 month period
What is a repeat perpetrator?
Committed the offence against the same victim more than once in the last 12 months
What is a Serial Perpetrator?
Having committed or threatened domestic abuse against 2 or more vicitms
What are some BARRIERS to reporting
• They think it’s a one off
• Public humiliation
• Loss of children
• Worried when the police leave

• Indicators of risk of serious harm. • Offender has potential to cause SERIOUS HARM
• But unlikely unless there’s a change to circumstances

Indicators of risk SERIOUS HARM, which could happen at any time

What is the purpose of a PPN?
• Information-sharing document thatrecords safeguarding concerns about an adult or child.
• PPNs are shared with partner agencies to inform a multi-agency response
