A community emergency that seriously affects people’s lives and property and exceeds the capacity of the community to respond effectively to the emergency.
Disaster
A serious disruption of the functioning of a community or a society involving widespread human, material, economic, or environmental losses and impacts, exceeds the ability of the affected community or society to cope using its own resources.

Unforeseen or sudden occurrence, especially danger, demanding immediate action.
Emergency
A dangerous phenomenon, substance, human activity, or condition that may cause loss of life, injury or other health impacts, property damage, etc.
Hazard
Epidemic limited to localized increases in the incidence of disease.
Outbreak
Combination of probability of an event and its negative consequences
Risk
Refers to electricity, energy, water, sanitation, health, and education
Basic services
Combination of all the strengths and resources available within a community that can be reduce the level of risk of a disaster (physical, institutional, social, or economic means)
Capacity
Persons or groups of persons who have been forced or obliged to flee or leave their homes or places of habitual residence due to effects or consequences of disaster.
Internally Displaced Population
A type of disaster that have impacts limited to relatively small local areas.
Small Scale
A type of disaster that is smaller than national geographic scales. Defined by a threshold of impacts causing a reaction from multiple administrative regional authorities
Medium scale
A disaster that requires an emergency response at a national or higher scale. Impacts cross administrative boundaries including international borders.
