Communities Actively Living Independent and Free (CALIF) - a nonprofit organization that represents people who live independently with disabilities - in 2009, they alleged in a lawsuit that the city of Los Angeles had broken both federal and state law by failing to adequately plan for the needs of people with disabilities during disasters
