community relations and crime prevention initiatives.
Operation Room

Operations Room Officer Duties:
Ensure staff has proper computer and admin skills
Ensure all staff is qualified
Ensure that staff in trained
Review all reports and sign.
Performance Evaluation

To establish procedures for evaluation of the performance of Police personnel
Permanent Employee- Eval every 12 Months
Probation- 30 days and then 90 days will be final eval
may appeal within 10 day
Sick Leave
Dir 66
Conduct sick checks between the hours of 700am1200am.
-No sick checks if officer has over 1200 hours.
-Sick abuse warning letter if officer has 3 call outs in 90 days.
-7548 needs to be signed by officer during sick check.
The employee must inform the Police Department that the employee is reporting
off sick, expected date of return, specific location and phone number where
confined, and name and relationship of person calling if the employee is unable to
do so themselves.
-The Operations Room Supervisor (ORS) will ensure this information is entered on the Daily Complaint Summary (75-67).-
- An employee will be required to call in only on the first day of any absence unless he/she will be unable to return to work on the expected date originally indicated. If unable to return to work on the original expected date, the employee must call in again giving a new expected date of return.
- Employee must remain at his/her residence or place of sick confinement until
returning to duty. This will include regularly scheduled days off when preceded and followed by a day of absence for sick leave.
Complaint against Police
Dir-127
Complete 75-48 with DC#
Provide Civilian with complaint form to be filled out and returned.
completed form will be submitted through the chain of command.
All complaints will be investigated by OAC within 75 days.
Civilian will be notified via mail the out come of the investigation
Complaint forms will be held at all PHAPD locations including substations as well PHA WEBSITE.
Patrol Activity Log
Dir 0-18
The Patrol Activity Log (75-158) is a tool used to record an officer’s activity, response to an incident, or service rendered.
Ensure that Officers accurately prepare their daily log
sign Log once per tour
logs are to be filed away for safe keeping
Drug Test
Dir- A-07
-Reasonable suspicion is required to before issuing a drug test to employee
-Supervisor must attend drug test with employee
-82-5-55 Impairment report must be completed
-OAC will investigate when supervisor has suspicion of impaired employee
Training and Career Development
Dir- A-29
To provide accountability and responsibility for the training function and develop procedures
for the development and continuation of training programs
Training serves three goals:
1. Well trained officers are generally better prepared to act in a proper and decisive manner
in responding to a broad spectrum of situations.
2. Training will results in greater productivity and effectiveness.
3. Training fosters cooperation and unity of purpose.
Communication

The purpose of this directive is to outline the functions of the PHAPD communications system and establish guidelines for personnel to follow to ensure that request
for service are handled efficiently, quickly, and with minimal risk tom officers.
-Request for radio recording must go through chain of command
-Radio and Phone recordings will be held for 60 days
Social Media
Dir- 160
To establish a policy regarding use of social media and social networking by sworn and
unsworn members of the Philadelphia Housing Authority Police Department (PHAPD).
While on duty officers will not use privately owned property to engage in use of social media.
To represent PHA on social media employee must seek authorization from PHA
EE0 Sexual Harassment

The purpose of this directive is to establish a code of conduct, which will ensure fair treatment of all
employees regardless of race religion, color, sex,
age, gender, national origin, or ancestry. Also to make
all employees aware that harassment or discrimination
- Employee reporting does not need DC# HR will optain DC# If needed
-The supervisor will prepare an incident report with a PHAPD district complaint number.
-The classification of the incident report (75-48) will “CONFIDENTIAL INVESTIGATION”.
-The complainant will be the individual making the complaint.
-The details section of the incident report (75-48) will be marked “Confidential”.
-All details outlining the complaint will be put on a complaint
form or a memorandum and attached to the complaint
or incident report (75-48)
The supervisor will
sign the incident report (75-48) and delivered the yellow copy of the (75-48) and all other pertinent
information to The Internal Affairs Supervisor. If
after normal business hours, the supervisor will
deliver the package to The Internal Affairs
Division without delay and place the package in a designated place.
Investigative Report

The purpose of the investigative report is to establish
clear written record of investigations conducted by
housing police personnel that can be communicated between the investigative units and all other components of the Department as well as other outside criminal justice agencies.
-The Investigative report is prepared when a follow up investigation to a PHAPD complaint or incident report 75 48 is necessary by departmental personnel or directed by chief
Police Personnel Incident of Family
Dir-60
In the event a sworn member of the PHA Police Department becomes aware of a situation involving one of their family members, and in all probability
police intervention would occur, the sworn member should do the following:
- Do NOT leave your assigned patrol or designated work area.
- Contact a police supervisor immediately and seek guidance.
- If absolutely needed at the scene of the incident, sworn personnel may proceed to the area of the incident, only after following the guidance of the police supervisor as noted in A.2., and you are granted the
appropriate leave time. Notify PHA Police Radio that you will be reporting off duty “with permission” of the police supervisor who granted your leave. - Upon arrival at the scene of the incident, if police personnel are not on location, immediately call 9-1-1, identify yourself to the 9-1-1 operator as an off duty police officer, stating your name, badge number, and department. Proceed to report the incident, requesting a police supervisor, and supply any other pertinent details of this incident.
- Sworn Personnel should NOT become involved in the altercation
incident unless they would be justified by law in taking police action. This is better left up to the on duty police officers who respond to the
scene.
